Bay of Lights
Background
Bay of Lights is Cambodia's first world-class independently developed urban development project, positioned to transform Sihanoukville into a major international financial, tourism, and innovation hub. With strategic location, government support, and multi-national collaboration, Bay of Lights aligns with the country's long-term "Pentagonal Strategy" for economic growth, sustainability, and regional leadership. The development spans 934 hectares and includes nine distinct districts featuring finance, tourism, culture, education, and smart infrastructure.
Key Challenges
Bay of Lights addresses critical regional development challenges:
Lack of diversified economic anchors
Cambodia has historically relied heavily on tourism and garments. Bay of Lights introduces financial services, tech, logistics, and education sectors.
Infrastructure Gaps
Regional infrastructure was fragmented. The project integrates expressways, international airports, ports, and smart mobility hubs.
Limited Smart City Models
Cambodia lacked examples of scalable, green, tech-driven cities. Bay of Lights serves as a pioneering case for future ASEAN development.
Global Investment Access
Foreign investors required a structured, secure, and transparent entry point. Bay of Lights provides a master-planned, government-supported framework.
